Floods mitigation to alleviate flooding

CHIEF Minister Lim Guan Eng said an upcoming RM3 million project to upgrade the flood gate in
Kampung Nelayan in Teluk Kumbar, will see an increase in water pumping capacity from 18 meter
cube to 40 meter cube.
Penang has appeal for funds from the Federal Government for flood mitigation works.
“I am willing to write to the Prime Minister to ask for an allocation. If the Federal Government
will give us the allocation, we can even have a bigger pumping capacity from the proposed 40 meter
cube,” he said after visiting the Teluk Kumbar flood gate on Sept 25 with exco for Local Government,
Traffic Management and Flood Mitigation, Chow Kon Yeow and Batu Maung assemblymember, Datuk
Malik Abu Kassim.
On Sept 23, flash floods hit low-lying areas on Penang island while a torrential fast-flowing mud
and debris from the hills hit Jalan Paya Terubong after a heavy downpour.
Kampung Nelayan in Teluk Kumbar and its surrounding areas were flooded in about 1meter after
the rain.
Earlier, the Chief Minister, who also visited Jalan Paya Terubong with Chow and MBPP’s engineering
department personnels, said stop-work orders have been issued againgst two developers, while
another developer was issued a notice to execute mitigation work.
These notices were issued to the developers on Sept 14 after the occurrence of flash flood earlier.
Meanwhile, Chow said before all three developers could complete their flood mitigation works, like
clearing the drainage system and deepening the retention ponds, another flash flood hit the area.
“We will carry out a study to see if the flash floods were due to high rain intensity or other factors,”
he added.
“MBPP and the developers will work together to prevent a recurrence of flash flood in the area,”
Chow stressed.
