DIGITAL Minister Gobind Singh Deo has called on state governments to introduce their data-sharing legislation to build a more seamless and expansive digital ecosystem across federal, state, and local levels.
Speaking today after the Data Sharing Act 2025 officially came into effect, Gobind said the federal law marks a major milestone for inter-agency collaboration but stressed that greater integration would be possible if states also aligned their frameworks to support secure and efficient data exchange.
Earlier, during a courtesy visit to Chief Minister Chow Kon Yeow, Gobind expressed hopes that Penang would lead the way by enacting its data-sharing law.

“I hope this is something Penang will pursue, given the state’s strong track record in driving community growth, development initiatives, and smart city projects,” Gobind said during his meeting in Komtar.
Chow welcomed the proposal, noting that Digital Penang was already spearheading several initiatives aimed at strengthening a sustainable, data-driven ecosystem.
He said state-level legislation would complement ongoing efforts to enhance digital governance and innovation.
Before the meeting, Gobind toured the Intelligence Operation Centre (IOC) in Komtar, where he reviewed Penang Island City Council’s (MBPP) smart city initiatives.

He praised the council’s integration of artificial intelligence (AI) technologies, including an advanced AI-powered traffic management system designed to optimise traffic flow and reduce congestion.
“This smart city project, which started in 2010, has seen remarkable progress over the years with the advancement of technology,” Gobind told reporters during a media conference.
On the broader implications of the Data Sharing Act, Gobind described it as a “bold step” toward strengthening data protection mechanisms while promoting safer, smarter urban environments.
He emphasised that enhanced data governance would safeguard public safety, privacy, and trust in digital services.
Also present during the courtesy visit was state Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari.
