THE Penang government has voiced concerns over the Federal Government’s decision to allow the joint management bodies (JMB) and management corporation (MC) of stratified properties to require residents to present proof that they had undergone the Covid-19 swab test before being allowed to enter the premises.
State Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said he had sought clarification from the Federal Government following many questions raised by residents, especially the locals.
Referring to the announcement which was recently made by the Senior Minister for Security Datuk Seri Ismail Sabri Yaakob, Jagdeep said the decision would mean the B40 group would be impacted as the test would burden the people financially.
“I want the minister to give a clear explanation on this matter. Here in Penang, there are quite a number of stratified properties which are widely occupied by Malaysians.
“Previously, the minister had mentioned that the Covid-19 swab test is mandatory only for foreign workers.
“He did also say that while it is not mandatory for everyone to take the test, it is advisable for everyone to do it just to stay safe.
“If that is the case, and if everyone living in stratified properties is compelled to do the test, will the Federal Government bear the cost?
“Stratified properties cover a range of low-cost, low medium-cost and affordable housing. The cost to undergo the test may not necessarily be affordable to all, so I hope the minister will be able to give a favourable reply,” Jagdeep said during his visit to the Kuantan Road Market today to give out face masks to the traders there.
He also said such a decision involves not only the JMB or MC, but the voice of the residents.
“An annual general meeting (AGM) is one way to receive feedback from the residents regarding this issue, but now with the movement control order (MC0 2.0), it is impossible to carry out an AGM as large gatherings are not allowed,” he added.
