THE Penang Island City Council (MBPP) is inviting proposals through a Request for Proposal (RFP) to manage Kompleks Pasar Batu Feringghi, one of its premises in Batu Feringghi.
Strategically located along Jalan Sungai Satu, directly in front of the Pinang Emas Apartment, the complex spans an area of 96,595sq ft.

MBPP councillor Nicholas Theng Jie Wey highlighted that the two-story complex, built in 2017, was initially designed as a marketplace.

“However, due to low demand and lack of business activity, it was eventually returned to MBPP.
“Given this, MBPP now aims to open the complex for tender, allowing interested parties to propose new commercial and community-centric uses for the space,” Theng said at a press conference held at the MBPP Enforcement Department in Kampung Jawa Baru today.
He explained that through the RFP process, bidders could suggest alternative uses for the complex, such as a sports centre, hotel, or other commercial ventures.
“The city council is open to innovative ideas that can revitalise the space,” he said.
Theng also pointed out that the complex is well-equipped with essential amenities, including a lift, a multipurpose hall and dedicated parking lots for vehicles and motorcycles.
“Thus, we welcome any interested bidders to submit their proposals. This is a great opportunity to transform the complex into a vibrant space that benefits the local community and businesses,” he added.
The submission deadline for the RFP is May 5. As part of the process, interested parties must attend a briefing and site visit at the premises on April 7 at 10.30am to qualify for the tender.
Also present at the press conference were MBPP councillors Benji Ang Ming Quan and David Chen Wooi Teong.
