THE Penang Island City Council (MBPP) is inviting applications for a ‘Temporary Seasonal Stall Licence’ in conjunction with the Chinese New Year celebrations.
The application will open from tomorrow and end on Jan 13 2025.
MBPP councilor Tan Soo Siang stressed that those who wish to sell fireworks must first obtain an approval letter from the police (PDRM) before submitting their application for the temporary permit.
Soo said applicants must provide complete documents for their application to be processed.
“Applications for the ‘Temporary Seasonal Stall Licence’ can be made at https://ulesen.mbpp.gov.my
“Additionally, applicants need to upload a location plan, canopy size, and business period, as well the approval from MBPP.
“Other guidelines include that traders and helpers must receive anti-typhoid injections, food and beverage traders must avoid direct contact with food, and personal hygiene must always be maintained.
“The tables and chairs must be approved by the council, and business items must be kept inside the booth to avoid obstructing the public.
“Polystrene usage is prohibited, whether for wrapping or displaying food. Cashless transactions are encouraged, and traders should promote ‘Bring Your Own Container’ (BYOC) and ‘Bring Your Own Bag’ (BYOB) to reduce single-use plastics.
“Foreigners are not allowed to apply for or operate the stalls, and the council will take action against traders who operate without approval,” she added.
Soo also shared that due to the changes in the climate, the CNY will coincide with the durian season, so the MBPP is also opening the application for temporary permit for durian sellers.
She said that due to the hot weather last month, the durians ripened and were produced in large quantities, making them available to be sold.
The application will also open tomorrow and until Jan 13 2025.
“The permit for this seasonal fruit business is valid from December 2024 to March 2025, and traders are advised to apply for the permit early.
“Applicants must also comply with the requirements set by MBPP, including providing trash bins with lids and ensuring that durian husks are cleaned up.
“The permit fee consists of a daily rate of RM1 per 40 square feet, a garbage fee of RM6 per 40 square feet, and a canopy fee of RM100 for a 20×20 canopy.

It is learned that, throughout this year, a total of 190 applications for the ‘CNY Temporary Seasonal Stall Licence’ were approved by MBPP, and 324 permits were issued for seasonal fruit businesses.
