THE Batu Kawan parliamentary constituency office has approved an allocation of RM20,000 for SJK(C) Chung Hwa 3 to enhance its music education facilities.
Announcing this at the school’s Chinese New Year Open House in Perai tonight, Chief Minister Chow Kon Yeow, who is also the Batu Kawan MP, said the funding was granted in response to a request from the school management for new musical instruments.

“Previously, the school management submitted an official letter to my office, requesting RM20,000 to purchase music equipment for their students.
“Tonight, I am pleased to announce that the request has been approved, and RM20,000 from the Batu Kawan parliamentary allocation will be provided to replace old and damaged musical instruments at the school,” Chow stated in his speech.
He emphasised the importance of inclusive education, noting that students must be equipped with diverse learning opportunities to meet the demands of an ever-evolving world.
“Inclusive education is no longer just a concept – it is a fundamental right. Every child deserves the opportunity to learn, grow, and realise their potential, regardless of their background.
“Subjects such as music, vocational skills, and sports require adequate resources, well-trained teachers, and strong community support to create a meaningful learning experience.
“Therefore, I fully support initiatives like this, which expose students to new skills and talents that may benefit them in the future,” he added.
He further mentioned that the allocation also underscores the state government’s commitment to fostering holistic education and ensuring students have access to quality learning experiences beyond the classroom.
SJK(C) Chung Hwa 3 school management board chairman Datuk Steven Cheong thanked Chow for the much-needed financial assistance.
Also present were State Legislative Assembly Speaker Datuk Seri Law Choo Kiang, Penang Housing and Environment Committee chairman Datuk Seri Sundarajoo Somu, who is also the Perai assemblyman, and Penang Education Department director Wan Sajiri Wan Hassan.
