THE Public Service Remuneration System (SSPA) will take effect on Dec 1 this year.
Chief Minister Chow Kon Yeow said the SSPA rollout would be executed in two phases.
“Phase 1 will commence in December 2024, featuring an 8% increase in emoluments, while Phase 2 will follow in January 2026 with an additional 7% increase. In total, the emolument adjustment will amount to a 15% increase.
“A total of 3,534 state civil servants, excluding those under local authorities and state statutory bodies, have opted into this new remuneration system.
In response to a query by Lim Guan Eng (PH-Air Putih), it was confirmed that the financial implications of the Phase 1 increment have been accounted for in the Penang 2025 Budget.
The projected additional expenditure for Phase 1 is RM15.6 million.
“For 2026, the financial implications are estimated at RM13.2 million, bringing the total cost of supporting the 15% emolument increase to RM28.8 million by the end of 2026,” Chow explained.
