为配合交通部的发展大方向，甫上任的槟城港务委员会主席拿督杨顺兴即推动槟城港口发展大蓝图（2023-2053），并希望在其任期内推动瑞典咸码头为邮轮母港，吸引更多国际邮轮靠岸。 杨顺兴接受媒体联访时说，大蓝图是未来30年的总体规划，而目前首要任务是希望能提升并重新发展码头周边的设施，提升码头绩效并增加游客量。
